I was really just fooling around with recycled items around here and put together this little collar. It has slight elastic, and should fit 11-13 neck comfortably. I can stitch it a little smaller for an 8-11 if desired. It will NOT fit larger than 13. It has 3 boa pieces and two chiffon rhinestone
